The aim of this paper ‘Ethics: Key questions to ask when facing dilemmas during COVID-19 response in humanitarian settings’ is to help health clusters and health cluster partners make difficult decisions when providing assistance during COVID-19 in situations where resources are scarce and response options limited. It provides insights on key ethical concepts and key questions to ask when supporting staff who are facing ethical dilemmas and must make difficult decisions based on competing needs and scarce resources.
